Custer State Park is on the southeastern edge of the Black Hills, contiguous with Wind Cave National Park to the south. Hunting is allowed in the state park, but not in the national park.
The South Dakota Department of Game, Fish & Parks determined in January that some of the people who participated in the special lottery for cougar hunting tags in Custer State Park had never purchased a license for big game hunting before. They assume that these people are trying to prevent cougar hunting in the park, that they are waging a “silent protest.” But obviously, not all the hunters who obtained licenses intended not to use them.
